Slovak citizenship applications filed from the United States go to one of two places: the Embassy of the Slovak Republic in Washington, D.C., or the Consulate General in New York.

Which one is yours is not a matter of preference, distance, or which calendar has an opening sooner. It’s fixed by the state you reside in.
For example, a resident of Connecticut living an hour from Manhattan files in New York, which is convenient. Whereas a resident of Oregon files in Washington, D.C., which is not. There’s no mechanism to choose the other location because its calendar looks better or the location is more suitable for you.

The same split governs SLA certificate applications, or any other consular services you may be interested in or be in need of.
Jurisdiction follows your country of citizenship or the country where you hold permitted residence, i.e., a visa or residence card. For example, a U.S. citizen living in Germany on a residence permit can file the application in Germany, rather than at the Slovak Embassy in Washington, D.C., or the Slovak Consulate in New York.
